Address encoding issues. Use the Unicode (UTF-8) for worldwide language support option of Region Settings in Windows.

1. In Windows, go to Control Panel and select "Clock and Region".
2. In the Region window, select the "Administrative" tab.
3. Click the "Change system locale..." button.
4. In the Region Settings window, select the "Use the Unicode (UTF-8) for worldwide language support" option.
